In 2010, Ajay Gupta telephoned Mbalula to congratulate him on his appointment as Minister of Sport before President Zuma told him. Trevor Manuel testified at the Zondo Commission that Mbalula revealed this to 80 NEC leaders at the August 2011 meeting. Manuel called it "an abdication of authority." Nobody seconded him. The intelligence investigation was shut down by State Security Minister Siyabonga Cwele.
When Public Protector Madonsela interviewed Mbalula in October 2016, he denied the Guptas had contacted him. Chief Justice Zondo found he demonstrated "a politician's facility in walking like a trapeze artist along a line of artful prevarication."
December 2016: Mbalula took his family to Dubai at a cost of R680,000 without paying a cent before departure. Five separate payment channels funded the trip:
Channel 1: R300,000 from Reimon Uniforms CC (Dockrat/Sedgars). Reimon received an uninvestigated R300K deposit the day before. Channel 2: R150,000 cash hand-delivered by Lejaka. Channel 3: Two R75,000 cash deposits by Lejaka's secretary Mazo at two different banks on the same day. Channel 4: R85,000 cash deposited at OR Tambo Airport FNB to a debt collector. Source uninvestigated. Channel 5: R220,000 + R80,000 from Sello Rasethaba's company Bubesi into Mbalula's Nedbank account, used to "repay" Reimon.
A senior NPA commercial crimes prosecutor drafted seven counts of corruption and one count of fraud. Mbalula was never charged. The NPA declined to prosecute in 2023.
February 2016: An offer to purchase a Bryanston house for R5.6M was made in the names of Fikile and Nozuko Mbalula. Those names were crossed out. An identical offer was made by Upbrand Properties (director: Johannes Letwaba, brother of NLC COO Philemon Letwaba). Malwandla Solly Siweya signed for Upbrand.
GroundUp traced approximately R3M from NLC lottery grants through Ironbridge (linked to Letwaba's wife Rebotile Malomane). The Special Tribunal froze the property in June 2023. The remaining R2.6M source is unidentified.
Unpublished connection: Siweya's signature appears on BOTH the Dubai trip arrangements and the Bryanston house purchase. One individual connects both financial scandals. He was chairman of Lulamisa (R80M NLC grant, sports project never built). Associated NPOs received R93M+. His own house was frozen by the Special Tribunal.
Nozuko Mbalula was trustee of MMD Development Trust and Imbuma Trust alongside SABC COO Hlaudi Motsoeneng. These trusts were contracted under a R1 billion Free State housing scheme sanctioned by MEC Mosebenzi Zwane, documented by the Zondo Commission as a Gupta associate. More than R600M was paid without contracts. Over 14,000 RDP houses were never built.
Magashule's Free State government initiated recovery proceedings, then quietly withdrew. Zwane authorised payments to trusts where Nozuko was trustee. The Gupta family separately informed Fikile of his cabinet appointment. One family network, one province, one premier who withdrew legal action while facing his own corruption charges.
December 2017: Mbalula's adviser Mbindwane attended a meeting at the Courtyard Hotel captured on CCTV with the National Police Commissioner, two Deputy Commissioners, a General, and a surveillance equipment supplier. IPID head McBride's affidavit states the meeting discussed "emergency procurement" of a grabber at R45M. Market value: R7-10M.
IGI Dintwe testified the excess was "to be used to buy votes at Nasrec." National Commissioner Sitole stated in Constitutional Court papers that Mbalula personally informed him of the threat. Sitole called this the "Minister's Project." Zondo found Mbalula and Mbindwane "should not have been involved." Judge Davis found SAPS "placed ANC interests above the country's."
In January 2026, Hlungwani testified at the Madlanga Commission that he was removed for refusing to authorise payment and that Sitole promised "politicians" the money.
Bongani "Bo" Mbindwane: Mbalula's adviser (2017), former CEO of Platfields (JSE suspended). On 16 March 2026, Forbidden Stories published 1,400 pages from Russian influence operation "The Company" (SVR-linked). According to the documents, Agent 9477 met Mbalula at the African Pride Hotel on 23 December 2024. Mbalula reportedly thanked the Russians for election assistance and requested $300,000.
Mbindwane received $3,000/month for "communication with the ANC and analysis." He denied being in South Africa in 2024. The film "Legacy of Hope: Freedom Through Solidarity" was released on YouTube in April 2025. Director Hofmyer confirmed Mbindwane was "primarily responsible for financing."

4 February 2026, Madlanga Commission: Sergeant Nkosi testified under oath that Deputy Minister Mathale's office pressured police to arrest blogger Khawula. Complainants: Mbalula and Ze Nxumalo. Suspended Deputy Commissioner Sibiya instructed the warrant be forwarded to alleged crime boss Matlala. Matlala responded: "Asbonge."
The Hawks and Gauteng Tracking Team were mobilised for a crimen injuria charge. Chaskalson SC asked: "Why do you need all these people to effect an arrest?" Separately, organised crime head Shibiri WhatsApp'd Khawula calling Matlala "a good guy."
The same apparatus that failed to prosecute the Dubai trip, the grabber fraud, and the Russian intelligence meetings was deployed to arrest a blogger who posted about the Secretary General's wife's business dealings.
The CPC's Central Party School provided $40M for the Mwalimu Julius Nyerere Leadership School in Tanzania. Six ruling parties: ANC, CCM, FRELIMO, MPLA, SWAPO, ZANU-PF. Mbalula is trustee.
