The R850 million invested in Independent Media is not Survé's money, not ANC money, and not government budget money. It is the retirement savings of 1.8 million government employees. Teachers. Nurses. Police officers. Traffic officials. Municipal clerks. None of them were consulted. None of them approved the investment. The Mpati Commission found it was arranged through a personal friendship. The money has not been recovered.

The Structural Finding

Independent Media is funded by government pension money and Chinese state capital. It is editorially directed by its chairman's commercial and political interests, including documented payments to ANC politicians, a donation to an EU corruption-linked NGO, and a formal campaign to unseat a sitting president. The word "independent" has no operational meaning.
